My fiancé applied for his SSN last Friday & due to mismatching name they send it for manual verification. We were told that is a common problem & he should get his card in 3weeks. But when I checked status on SAVE it says case returned to Maryland j to contact Maryland SSA. Any idea what that means ?

It means that DHS has already completed their verification and confirmed that you are who your passport says you are. So now it is up to SSA to issue the card. They allot themselves 3 to 4 weeks to do that. The DHS verification is actually very quick (6 days at max) but SSA wont tell you that. They will fault DHS for taking so long. Watch.

Don't be surprised if they won't change your name until you have approved immigration documents in that name.   In fact I would discourage you from trying to change the name until after the ssn has been issued

Does that matter if I'm the US petitioner changing my name?

No problem for you. Just remember that the AOS documents will ask for your previous  name etc on the application paperwork

Is there any website link to SAVE system where you can check if you are already there in the SAVE system so that you can go to SSA and apply for SS card?

No.

Save is only used to check on the progress of other government agencies requesting info on our immigration status. So like DMV, public benefits, private companies doing a background check etc.

We cannot access anything other than just to see if DHS has returned the verification back to the original agency.
