Can my parents bring their underage daughter?

Hello, so my husband is a US citizen and he is going to petition his mother and father to come. They have a daughter who is 19 right now, can she come along under his parents petition that he is filling for them or no? Also do I need to do separate I-130s for both his mother and father?

 No  Immediate relatives don't allow for other people to come .  He could petition her  with a wait of 15 years likely or they could petition her when they arrive

Your husband can't petition his sister. Once his parents are green card holders they can petition their daughter but she'll be well over 21 by then. She has to stay unmarried.

1. A US Citizen absolutely can petition a sibling. This is the entire concept of the F4 family preference category. It's  loooong wait, but it's there.
2. Green card holders can petition for an unmarried child...no need to wait until they are US citizens.
   1. The child may age out from F2A to F2B, increasing the wait/separation from a year or 2 to 5-10 years (depending on country).

No such thing as derivative benefit,  every one needs there own petition.   Daughter (sister) would be a different preference category
