We have an IOE recipe number but when we receive the notice by mail it say we are in Texas services center so what to expect in that situation really that's so confusing

Seems that a lot are moving to IOE numbers with paper filings.  Filed two I-130's two weeks ago, both IOE and sent to Nebraska.  Lockbox seems to be scanning all the docs now and issuing an IOE number

At this point I wouldn't expect it to be any different than current processing center times.

 

Maybe some small savings in transferring the files electronically to the service center and less chance of items getting lost.  I can log on and see all the documents we sent were scanned, well all but the I130 itself seems to be scanned and uploaded. Kind of a pain as the save them in a .tif format so easy to read on computer but phone wants to default to PDF reader which can't work with that file (or at least my Android version Adobe reader can't)

When USCIS moved N400 to online, it started giving numbers that prefixed with IOE.

 

Looks like OP is wondering what is going on, since his notice says Texas so he expects TSC************ instead of IOE*********

 

This could be signaling that I-130 will eventually be online or they are digitizing the data manually and reducing paper.
