There's 2 sites:

 

https://egov.uscis.gov/

You should be able to create an account here with or without and IOE - you'll just need your receipt #.

 

https://myaccount.uscis.gov/

You'll use this account to create a login if you've received your NOA1 with and IOE receipt #. The NOA1 with an IOE receipt, you'd receive 2 letters in the mail, one with your online account info and directions to login on this site.

Big Thanks to everyone, we were able to open our account on uscis. 

 

Also we are still waiting for our daughter hardcopy of noa. My husband called uscis, they said they are still working on it that shouldn't be worried so far we have her I0E receipt.

And pls, does it takes longer time for a child petition?

You can visit this website and input the form that you want (I-130) and then choose which service center you have. It'll let you know the approximate processing times for your type of case at the bottom. It does make a difference, since they are processed differently, but I'm not sure on the exact amount that they differ. I think that there's also even more difference after your case goes to the NVC phase.

For US citizens petitioning a spouse or immediate family member, there are unlimited visa #'s avaialble. For permanent residents, they are limited and not immediately avaialble. Most permanent resident petitions have a longer wait time, as they wait for a visa # to become avaialble.

I thought visa avilabilty  only effects when the case goes to the NVC. Im a wrong

Based on your initial question it sounded like you were inquiring about the length for the whole process. If you look at processing time on USCIS website it appears there are comparable time frames for the i-130 for citizen or permanent residents. But the permanent resident petioned application will have to wait longer for a visa to be issued.

Help me out 

We want to try get a B2 visa for my wife to visit me in USA  since the wait is long. 

I will pay for her airplane tickets and all her expanses. Do I need to fill form 1-134 and where should I submit it or I should fill and then send it to her so that she can have it on her interview day. 

To show  family ties in her home country should she carry ID cards for parents and  siblings.

Currently she is unemployed so we won't have that as proof of her intent to go back to her home country.
