No problem. Yes, visas are either refused or issued (as opposed to petitions, with are approved or denied).

FYI, we filed the FOIA when we did the K1 and what we received basically whited out every thing the Consulate and USCIS added to our file. The only items visible were the application and additional documentation we submitted ourselves. It was a total waste of our time. Nothing was revealed to us as to why they let our file expire, returning it to the U.S instead of approving it.
