Dears, 
I am a green card holder (PERMANENT RESIDENCE) and filled a petition I-130 form for my husband, F2A category, on Aug,3rd,2017, which is his priority date. On last May 15th, I've received the USCIS Approval Letter for his I-130 Petition, stating that his Approval Notice would be sent from USCIS to NVC, and within 30 days, I would receive a mail by NVC, with the next steps. The point is that I didn't receive any letter so far, and today is July 15th. I wish to highlight that August's Visa Bulletin's F2A category is already C (CURRENT). Hence, I'd like to know:  
1- Can F2A final action date takes more time for us (getting backdated 'cause it's current and I haven't received NVC mail yet), delaying the process?  
2- I've already e-mailed NVC last week, and they replied to me saying that they hadn't received his Approval Notice at that point, but they'd contact USCIS and check it out. Is that normal? Should I wait more or contact NVC again? Should I take any further action?

here's update for you yesterday was my complete 6 week I have reach out to NVC they said there's no evidence that my case has been transfer to them from USCIS,

 

then I reach out to USCIS via call they said file are still in USCIS after approval they have 90 days to transfer case to NVC after 90 days if I didn't received any update form USCIS or NVC then USCIS will action.

 

so unfortunately I have to wait ☹️

This status that they gave to you It's strange  because, according to the Approval Letter Notice, NVC has 30 days to reach you out by mailing after you receive the Approval.  How come then, USCIS inform you that they have 90 days to address your case to NVC?

 

We are still waiting, but the good news is that NVC already confirmed the receiving of our case in their records (the Approval Letter Notice has been received) and they will just log the entry data and then mail us the instructions regarding the next fees and forms. They asked us to wait a little bit more, but keep calling NVC if we don't receive anything from them within 1 week.  We gonna wait 'til next friday (7/26).

you're right!  that was my first question to USCIS that in approval latter show's that 30 day but still said that it can take up to 90 day.
