This is for a friend. 

Her dad US  citizen filed for her to come to the US. She has arrived almost six months ago and paid the $220 Jan 4th but is still yet to receive the greencard. Local field office not accepting appointments for enquiry. Is she out of processing time? What should be the next step? Any number to call? Thank you.

Normal processing time is 129 days 

She can call the USCIS number and ask .. reference will be the IOE receipt number she got for the  GC fee. She should also submit an online service request .. once those two things are fine she can contact her federal congressional representative and request assistance

Keep in mind, technically she does have a GC with the endorsed immigration visa.

I-751 Biometrics Appt.:  2017-01-26

I-751 Interview:  2018-04-10

I-751 Approved:  2018-05-04

N400 Filed:  2018-01-13

N400 Biometrics:  2018-02-22

N400 Interview:  2018-04-10

N400 Approved:  2018-04-10

Oath Ceremony:  2018-06-11 - DONE!!!!!!!

This is correct .. by my own experience was I needed to chase it as there were apparently issues with the biometrics at POE and the GC production was circling attempted/failed/attempted without any one bothering to work out why or request more biometrics !🤪

I keep telling her that lol but I guess she’s anxious about not having the card in hand.

Hopefully that’s not the case for her. Did you have to do another biometric then?
