Appeals urgent question

My appeal for a I 601 denial process so far:

 

1. On April 3, 2019, we transferred your Form I-601, Application for Waiver of Grounds of Inadmissibility, Receipt Number LIN17xxxxxx, to another USCIS office.

 

2. On May 28, 2019, we updated your name for your Form I-290B, Notice of Appeal or Motion, Receipt Number LIN199xxxxx

(please note that here we got a new LIN number)

 

Does anyone have any thoughts about what is going on here because im confused As to why they would transfer, don’t appeal stay at the AAO office?
