i-130a interpreter question

My wife and I speak Vietnamese together, however I would not say I am fully fluent in the language.  For example, my Vietnamese with people other than my wife is intermediate level and I am not good enough to watch television or read novels (my reading level is probably mid-elementary school).  My Vietnamese with my wife is well more than adequate to explain the form to her, though partially because when my grammar or vocabulary/pronunciation is incorrect she understands my intent (and corrects me).

 

My understanding is that on the form i-130 I do not need to list an interpreter since I am the petitioner and preparing the form on my own, but on the form i-130a I do need to list an interpreter or preparer because my wife is the spouse beneficiary who must complete the form (and she cannot speak English well enough to prepare the form).

 

Is this correct?

 

If so, do I need to find an actual interpreter since I cannot rightfully say I am fluent in the language?

 

Can I list myself as the preparer instead (which makes sense since I am preparing the form)?
