Do cr1 gets denied at consular level?

I want to ask if they want to deny Visa at consular level,  do they straight up deny it, or every case is sent back and we get NOID and a chance to know why they want to deny, and a chance to reply back?

  I am asking this because our k1 was denied ( probably he thought we were married,  based om staying together for a day in hotel,  which is not common in there though i doubt it) and we were not given any reason why he was denying it, and not even chance to reply back. 

  Do we get specific written reason and chance to reply back in case of cr1?

Yes, for a CR1 denial the case is sent back to USCIS and you will get a NOIR  R for "revoke", not D, for "Deny".  

Facts are cheap...knowing how to use them is precious...

Yes,  Unlike a K-1 you would receive a NOIR in which you would have 30 days to rebut the embassies claims before an actual revocation takes place. If you satisfy the USCIS they would then reaffirm the case and send it back to the embassy (with a  quick stop at NVC again) for another interview.
