K1 Visa packet torn in shipping and needs resealed

Our K1 visa package with her passport and  envelope containing came this week, but the envelope was damaged in shipping.  I was told to mail it back to be resealed.  I was wondering if anybody has ever had issues with tears in their packet 4 and if they allowed you to come in person to get it resealed.   I'm hoping to pick her up by the end of the month and would rather avoid any issues that might happen, so I would rather have her take it in person and get it resealed rather than risk shipping it again.
