DCF is filing the petition and having it processed at the embassy.  Only takes a few weeks.

So just for clarification for dummy here.......London USCIS office closes then DCF through London embassy will no longer be available and would have to petition from the US regardless of US citizen spouse (sponsor) residing in UK?

DCF could still be available as with other Consulates.

Correct - No USCIS Field Office means no DCF.   DCF is still an option under EXCEPTIONAL CIRCUMSTANCES via any consulate.
