If your mom has a green card, she can file I-130 for your siblings ASAP if they are under 21 and not married. F2A category is CURRENT now on the visa bulletin which means they do not have to wait for priority date to become current. The sibling who turns 21 in 6 months might have a very slim chance to come under F2A category. If he/she turns 21 years old, the petition will become F2B. Good luck.

Your mother needs to submit an I-130 immediately for your brother. There is a chance that you brother will age out, but if you are willing to take the chance she needs to file immediately. The amount of time that the I-130 is pending for your brother will be added to his age. For example since your bother turn 21 in February 2019 and say USCIS take 5 months to adjudicate his I-130, then your brother will be considered to be under 21 until July 2019 even though he is past 21.
