As far as i know there is only one documentarily qualified date where the nvc emails u that they are working with the respective consulate to schedule an interview. It is the day your case gets complete. No separate communication is made stating that your case is completed. Please correct me if i am wrong.

I think for F2a category, all those who have an approved USCIS petition can apply for a visa through NVC since their category is current now. For eg: previously if your priority date is before the final action date on their website, your status is current and you can apply for visa. But now their entire category status is “ current “, so anybody with an approved petition ( it can be Aug2017, May 2018, or even May2019), they all can apply for visa without waiting any further. Good for them. But I really don’t know why we have to suffer.

This is what I understood, not sure though

158 days in waiting for us - but reckon we are an outlier.

BTW - I had seen someone share this link in one of the previous threads so resurfacing it if you didn't see it - This provides a monthly overview of immigrant visas issued by each embassy:

Yes. We are CR1 with CC-01 Feb 2019.  NVC has not been able to tell us why we haven't been scheduled while others with CC after ours have been. They say everything is fine with our case and we will get scheduled when we will. They also say 90 days is just directional and doesn't mean much. Our Senator outreach also hasn't resulted in anything concrete so we are just waiting at the moment. Our lawyer says that the process at NVC is just erratic and some cases bear the brunt of that chaos. Most of the cases should be ok though - think we just got unlucky.
