DS-160 National Identity number?

Hi, my fiance is from the UK and is trying to do the DS-160, for the personal 2 section it ask for a national identification Number. He is unsure on what to put. In the UK, they have National Insurance Numbers, is that the same thing?

Many countries do not have national ID numbers.   If you don't,  you don't and mark it not applicable

I would use his National Insurance number, as you suggest.
