Yes. I-864 affidavits are required.

Is the I-864 affidavit required for both AOS and consular processing? And it's not on the list of documents needed for submitting the I-130 so I'm a little confused. My parents will be applying via consular processing so at what point I should submit the I-864?

Because it's not required with the I-130. If AOS, it's with the I-485. If CP, it's submitted through the NVC

After your I-130 is approved, it will be transferred to the NVC. They will be collecting documents and the I-864 is one of them. When the case is documentarily qualified, the NVC will schedule the interview and forward the case to the appropriate Embassy/Consulate

To be more specific, it's required for either AOS or consular processing. There's no AOS involved if obtaining an immigrant visa.
