RFE- certification of good conduct

Hi All, Question for you. I am a Canadian citizen, came to the US On a Fiancee Visa and started the adjustment of status process last August.

Case was transferred to CSC in September 2006. Since then I went on 3 seperate occassions for biometrics. I received a letter last week for RFE stating:

'' The applicants fingerprints have been twice rejected as''illegible''. Additional evidence is required in order to continue processing the adjustment of status application. The applicant has submitted a Canadian Police Certificate issued by the RCMP. Therefore, please provide a letter issued by the local law enforcement agency ( county sherriff's office or local police department) indicating the applicant has '' no criminial record''. The Record search should include all names the applicant has used in the past. A seperate letter is required for each law enforcement district in which applicant has resided in the past 5 years,

Do you think I need to have a separate letter from the local authorities in Canada above and beyhod the RCMP letter OR do they just want a letter from the local police here in the US, since I have been here ( about a year) . I am so confused. HELP! This process is drving me crazy.....

They want both, USA and Canada - "A seperate letter is required for each law enforcement district in which applicant has resided in the past 5 years,"

One idea, but maybe not the case.

They fingerprinted, at least me, 1. in embassy in visa interview, 2. in POE at costumes, and 3. now in AOS. All this is about that they match, so they know that this person in all process is the same person. So they want your police certificate again, and should include all names used in past. Maybe, no wonder, they screwed up something with records, the same as they lost our taxes. Find out what is really missing, our police certificate, or maybe you need to get your fingerprints from your country. Anyway, they sure have records here, I bet they want records from Canada police.

The problem is The montreal local police directed me to IFS Canada, International Fingerprinting Services of Canada and they have to submit a request for poilce clearance on my behalf. The problem is the police are refusing to write me a '' letter of good conduct''

that's what they told IFS. The reason being is that I am no longer a montreal resident. ??? another thing they told them is that the request must come from an official body; such as USCIS directly to the Montreal police. IFS will be asking them for a official letter on the reason they cannot issue me a '' letter of good conduct''.... I guess I will have to submit the local letter from New Jersey to say that I have no record, and see what happens... This process is insane...btw IFS Canada said that they have never seen a request like this before.... i am so sick of waiting...

I can see that Montreal police wont give you, because you are not resident there, and not going in person, so they need official person like USCIS. Did you sent your police certificate to USCIS? Have they issued one already? And what is actually the case - your crime records or not matching fingerprints?

Can you not get a criminal record check from the Montreal Police? I'd imagine that would be sufficient............. It should show that you were never arrested and don't have a criminal record in Montreal.
