Where can I get a copy to prefill out before opening the electronic mail ?

Do not fill out DS-260, the instruction you get from CEAC are a bit confusing at this point, she needs to fill out DS-160, and pay MRV fee at Raiffeisen bank. But you might want to wait a tad before doing that, I do not think your case at NVC yet.

Is it the 160 ? I thought it was 260 ? What is a mrv fee ? Medical and embassy ?

You need to familiarize yourself with the guides. A link is at the top of each page.   K1 is a DS-160 Visa Application.  MRV is the Fee Payment in the beneficiary's country needed before an interview can be scheduled.

You still have to clear your RFE and get to the NVC.

I strongly suggest you educate yourself on all portions of the " Guides if you are engaged:" https://www.visajourney.com/content/guides/

Seriously, you are in such a rush to move forward on this that it gives the impression that you are like a bull in a fine china shop.  Slow down and educate yourself before you give you fiancé conflicting information that cause further delays in the process.

embassy fee

No fees are collected at an Embassy for a K1 Visa.    The fee for the visa is the MRV Fee.   After she fills out the DS-160 a payment slip will be generated and she takes that to the bank to pay.

I was told a 260 was needed not a 160 ! That the payment was paid before interview ! As you say !

There have been people on this and your other thread questioning why you file the wrong visa application.

Take any advice you want.   But do read the guides.

Here

https://www.ustraveldocs.com/ua/ua-niv-paymentinfo.asp

Have her print out a slip, and take it to nearest Reiffheisen bank

Oh and she has to pay in Hryvnas, not in dollars. 7420 as of today, that might change, slip only valid until June 22.
