CR1 Visa Abroad - But No USCIS office

If the intention is only to visit, then the only applicable visa is a tourist visa.

Getting married to a US citizen would not help her case.

Yes, you are correct.  They will see that she is married to a US citizen on the tourist visa application and her chances for approval are slim to none.  The only way she would be approved for a B-2 is to show very strong ties to her home country or some other country.  Being married to a US citizen is a strong tie to the US and shows immigrant intent.  You may have to wait until you are both established with jobs, own a home, and other strong ties to another country, then apply for a tourist visa for her.  Good luck!

Your filed petition is based on where you live.   We filed one in a 3rd country.
