The best bet is to just put the Philippines address on the petition. This is because if you put the KSA address on there then the petition gets sent to KSA for the interview.

Or not.  Once you leave saudi a police clearance is neither required nor available, and you can’t just walk in and ask for one even if you live there.

 

Getting one while you are there is a pain - the US embassy (as part of processing your case) gives you a letter requesting a clearance that you have translated then get attested by the ministry of foreign affairs then bring all that to the saudi police station wait a month go back and get it pain.  

 

Between saudi cell phone calls, chats, prayer times, deciding not to show up at the office, and 2-4 hour (in a 6-8 hour working day) tea breaks any of those steps could involve multi-day visits, as was for my wife.

 

If her contract is nearly up and she is about to return home use her address in the Philippines.
