You don't need an AP when you're waiting for citizenship.

This was several years back....

That’s weird. My mom received some kind of visa like thing from her lawyer after they made a request about her going to see my grandmother.....

You probably should go with him and plead to them about being older and if he can’t go it will end your relationship and all that good stuff

That will not help. As you go to the office you have to convince the admin person to even let you see an officer. That won't fly at all.

Edit to add: apparently philly doesn't allow walk-ins you'd have to call and convince them to let you come without an appointment.

Most likely she applied for a re - entry permit unsure about how long she 'll be outside the US because of her mother' s illness .  The world needs kind people not  snappy ones ( Scandi ) . Not everyone is a lawyer .

Get a note from the doctor stating how bad his condition is. When I got my Emergency AP I brought a note saying my dad was receiving palliative care.

We tried to expedite AP and they said a sick father does not warrant an expedite. They said he can apply for emergency AP. He has a letter from his dad’s doctor describing his multiple conditions and the care he’s receiving. He’s been in and out of hospital but is not receding palliative care. Would love to hear about your experience getting the emergency AP. And so sorry about your dad.
