You can marry her on a visit.  When she flies back you have to file a petition for her.  Once that is approved, you file a support affidavit, the approved petition is sent to the embassy, and she can apply for an immigrant visa.  Takes about 12-15 months.

Yes, she can come to the States on her tourist visa, you can get married and then she flies back and YOU apply for the CR1 for her (she can not start that visa process).

You do not have to get married outside of the USA.
