I asked a couple of lawyers, the dates are not current, could've been the dates not entered for the month of July and would remain "C" until Sept, after that normal backlog may resume. sorry to break the excitement, i was surprised as well and wanted to assure myself too.

They are not current. They will be next month, per the July VB: https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2019/visa-bulletin-for-july-2019.html

As for how long, that is a guessing game. Could be 1 month, a few months, or years. it depends on the amount of petitions and visas actually issued.
