Wow!

My I-130 hasn't been approved yet as it's in CSC and PD is early 2018. My spouse is still abroad. Can we proceed with NVC or have to wait?

Also at the bottom of the visa bulletin says this can last till September. https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2019/visa-bulletin-for-july-2019.html

D.  FAMILY-SPONSORED SECOND PREFERENCE VISA AVAILABILITY

F2A: This category has become "Current" for July, and is expected to remain so through September. This action has been taken in an effort to generate an increased level of demand. Despite the large amount of registered F2A demand, currently there are not enough applicants who are actively pursuing final action on their case to fully utilize all of the available numbers under the annual limit.

Once large numbers of F2A applicants do begin to have their cases brought to final action, it will be necessary to establish a date in an effort to control number use within the annual limit.  Therefore, readers should be aware that this “Current” status will not continue indefinitely, but it is not possible to say at present how soon corrective action will be required.

Do you think that I-130 will be processed quick now and doesn't take like 2 years for i-130 approval.?

USCIS processing time and visa bulletin are totally independent. But of course, if the number of filing decrease, they get processed faster.

Well actually I'm wondering about that because this situation is very unusual. It's just like we are US citizens applying for spouses or children (their "priority date" is always current), and they don't wait any longer for I-130 to be aproved if the spouse/child is already in US. They just submitt I-130 and I-485 together and there are cases when the whole process of obtaining a green card is completed in 3 monts or so.

Depends on local USCIS field office. There are plenty of cases of it still taking 18 months to over 2 years. The minority are taking only a few months.

That's true!

In our case it's Detroit, which I believe is not too busy, so we'll see.

Anyway - category being current it's a happy news for every F2A beneficient!

I'm confused and anxious at the same time. My husband (F-1 student)'s priority date is April 10 2019. We are in the F2A category. We are not sure if we can Adjust Status this coming July cuz we don't know if we should look at the Final Action chart, or Date for Filing chart. If USCIS goes with the Date for Filing chart, my husband won't be eligible for aos.

I have read somewhere that once PD is current, filling date doesn't matter. I will advice to confirm with a lawyer and not miss out on this cos it won't stay for long.
