As I said before the way the quotas are administered is racist because they favor white immigration over non-white immigration, which happens to be a fact. Race is an arbitrary citerion when it comes to meeting the need of US companies to hire workers on all skill levels and legislating/mandating what skin color/nationality an immigrant has everything to do with racial distribution and nothing with qualifications.

Can you back your claim up with some numbers?

"June 27th marks the 52nd anniversary of the controversial 1952 Immigration and Nationality Act (INA), also known as the McCarran-Walter Act. {1} The historical legacy of the Act is overwhelmingly negative, but also somewhat contradictory. The Act is justly vilified for creating a rigid immigration quota system based on national origins and racial categories. Yet, the Act also repealed the blanket exclusion laws against the immigration and naturalization of Asians, although it established only token quotas for Asian immigration and was clearly biased towards Europeans. While the national origins quota system was dismantled in 1965, other provisions of the Act – such as the creation of family and employment-based preference categories – remain an integral part of U.S. immigration law to this day. The Act also redefined the ideological grounds for the exclusion and deportation of immigrants. Most of these provisions were formally repealed by Congress in 1990, but many were resurrected by the USA PATRIOT Act of 2001."

this is a very interesting article from the American Bar Assoc.

"In stark contrast to the prohibited use of race profiling in criminal law enforcement, the U.S. Supreme Court stated in 1975 that "Mexican appearance" constitutes a legitimate consideration under the Fourth Amendment for stopping a person to verify his or her immigration status. (See United States v. Brignoni-Ponce, 422 U.S. 873, 886-87 (1975).) Such race profiling in immigration enforcement disproportionately burdens persons of Latin American ancestry, the vast majority of whom are U.S. citizens or lawful immigrants. The harms range from embarrassing and humiliating the persons stopped to undermining the status of all Latinos in U.S. society. Race-based immigration enforcement contributes to the fact that 90 percent of the people deported from the country are of Latin American origin (U.S. Dep't of Justice, Immigration and Naturalization Service, "INS Sets New Removals Record," Nov. 12, 1999), when only about one-half of the undocumented population is Latino. (U.S. Dep't of Justice, 1998 Statistical Yearbook of the Immigration and Naturalization Service 240 (2000) (Table I).) This helps reinforce and perpetuate the erroneous stereotype that all Latinos are "foreigners."

Oh, I know there are lots of "white" people who speak Spanish. But most (note I did NOT say ALL) of the illegals are Spanish speaking. I was responding to the reference to "white man's laws". It makes no less sense to say that Spanish is not the "white man's language" than it does to say that the laws of the U.S.A. are "white man's laws."
