Case Was Returned To USCIS By The Executive Office of Immigration Review

Timeline

I applied for EB1 A through I 140 Petition. I got one RFE but then case got denied. I filed I 290 B to AOO but petition got denied. I stopped following but but after one year I got this message. Want to understand what it is:

On June 6, 2019, the Executive Office of Immigration Review (EOIR) returned your case, Receipt Number SRCXXXXXXXX, to a USCIS office for review. 

Can any one have gone through same experience.

I doubt a lot of people have had the same experience. Wait for  letter. Keep your address updated. Maybe call USCIS and ask for an L2 officer.

I tried to search whole internet but I can found only two cases. Can EOIR change decision of USCIS with out appeal?

Well yes. The confusing part to me is you said they denied the appeal, so I have no idea what's happening now.

Appeal was denied by AAO which I filed on I 290 B. I did not filed any appeal on EOIR.
