I have been experiencing this same error since September when trying to pay the Application Processing Fee and the Affidavit of Support fee. NVC customer support has been useless and uninterested in fixing the problem. I have tried mailing in my payment as a cashier's check and the NVC just returned it and said "please pay online" which I cannot do. My lawyer has tried contacting them multiple times, I have tried contacting them multiple times. All we get is a copy-pasted response from NVC saying "if you're having trouble, try Internet Explorer!"

 

This error has nothing to do with your web browser. I have tried all browsers, tried different computers, different bank accounts, it's the same error every time. Until the NVC is willing to investigate the issue (they are not) or allow payment via mail (they are not), my case appears to be permanently stalled. Maybe forever. Very sad and very frustrating. It's interesting that some people here say they were able to mail a payment yet they wouldn't accept my payment when I mailed it to them.

 

I can find other posts online where people are complaining about receiving these same errors, and not a single post from anyone who ever got the problem successfully resolved. Good luck friend. If you ever do find a resolution or any more helpful information, please come back and post it here to help me out. I will do the same for you.

 

This error is occurring because I previously paid my AOS and Application Fees over a year ago but because it took so long to get the required paperwork, the case expired. After requesting the case be re-opened, in September 2019 I received a notice from the NVC that my case was reinstated and that I would have to submit the payments and all paperwork again. Fine. But unfortunately the NVC site WILL NOT let me submit the payments online.

 

(You have to log into your case at the NVC site at least once every 365 days to keep your case active, otherwise your case will expire and be considered "Abandoned" by the NVC, requiring you to submit all your payments and paperwork again. I wish my lawyer had told me that I had to do that. She did not. If she had told me to log into the NVC's site at least once a year to keep the case alive, I wouldn't be having this problem now.)

 

As far as NVC customer service reps telling people that they are trying to resolve the problem with their payment system, they are not. If they were actually trying to resolve it, it would have been resolved months ago. It doesn't take this long to fix a website glitch.

 

These are my error messages:

 

Affidavit of Support (AOS) Fees payment error:

An error occurred while submitting your payment. Please try again later. DB error occured rolling back: Service Fee 000036308035 has an active payment. This payment cancelled.

 

IV Application Processing Fees payment error:

An error occurred while submitting your payment. Please try again later. DB error occured rolling back: Service Fee 000036308036 has an active payment. This payment cancelled.

Hello, and thanks in advance for your answers.

 

I have been having many problems to pay the fees to the USCIS to for an immigrant visa. I received the confirmation email on January 7th 2019 and since then I was only able to pay the IV fee, but in the case of the AOS fee I always receive an error. From that time I received the error with the words DB and some numbers and "this payment cancelled" as other have stated above, as of today I received a more simple message but with error again.

 

"There are one or more errors with your submission. Please correct the areas indicated below. Once completed, click the Make Payment button to continue:

  • An error occurred while submitting your payment. Please try again later."

That means that I am not receiving the aforementioned message but this. I have comunicated with the USCIS but they have said that I have to keep trying. I have send the money order to the address given by an helpfull user 2 weeks ago but I have receive just yet the confirmation of anything. Please, what other methods or ways to pay the AOS fee I have?

 

I hope someone can help with this situation since I can not advance in the process and days and days are counting from me not being able to be with my family. Specially my mother who needs my help.

This is really very unfortunate. We've in the same boat as you for the last 7 months. It's really very unfortunate that such an issue can happen in the US with such advanced technology and smart people. Our issue has been making fees to NVC. Considering that you are having the same issue with USCIS, it's starting to sound fishy what exactly is going on. My relative has had to call NVC multiple times and keep getting scripted responses what we need to do, being told to do the same thing over and over by different agents. Claiming there are no screen shots of the error submitted before yet they've been submitted multiple times. We are now trying to come up with a next step because this is ridiculous. Sadly enough, they don't accept any other form of payment other than the online payment that's not working.

Thank you MikoMo for the response. Yes this is very unfortunate. The day the email arrived my  family and I were full of hapiness since we had to wait for about 8 years for this. But now with this situation not being able to pay? It is overwhelming and very sad. Now each day is like one more year not being able to be together just because this error message. Even the message is wrong and has an error within itself because it says "Please correct the areas indicated below" But there is not anything indicated or marked below not even red or something. In the IV format also were error messages when I was filling. Error messages from the same browser like "Hmmm We can't reach this page" by clicking the next button or back button. So I had to rewrite several times the same information over and over again. Definitely It is not my PC or the software cause I tried with others and the same used to happen. But at least the IV I was able to complete.

 

Wow 7 months? I hope we can find a solution or someone could give us hope with this very calamitous situation.

 

PD: may this be ocurring with others? I assume that thousands of people are in the same problem. Or Just us? But why?

We talked to NVC and they told us the technical team is still working on the issue and can confirm by looking at some minor change in the account. Also got a call from NVC a few days ago asking me to try to make the payment again though could not proceed because the AOS payment status had moved from Start to IN PROCESS and has been like that for 3 days. We will call NVC again and keep you guys posted whenever the issue is fixed.

 

The best advise for now is to use the online public inquiry form, get snapshots of the error and also explain in detail the steps you are taking and the error message you get. Try all browsers and make sure to mention that in the public inquiry request you submit

Yes, we are together in this. Your words are helping maybe thousands of people with the same problem. It is amazing that the nvc called you and at least give interest in helping you. I would want to ask you if it is possible you could kindly please share the telephone number from which the NVC called you. Maybe if I call the nvc they could help me too.

Hello MikiMo, I am in the same situation. 

I got this terrible error around 1/07/2020 and I can't pay the AOS fee :  

- DB error occured rolling back: Service Fee 000031366090 has an active payment. This payment cancelled.

 

And now 2/01/2020 I got this:

- An error occurred while submitting your payment. Please try again later.

 

Still unable to pay till this day 2//02/2020

 

What I have done:

- Try to pay on different times and days

- Use different browsers

- Calling the NVC number for immigrants

- Filling up the NVC Inquiry Form

- Sent the payment via mail, they returned the check

 

So far no response, can't pay, CSR on the phone just tells me to write the NVC.

 

Waiting 20 years to migrate to reunite with my family. I've always made fee payments without a hiccup but this time is different. Maybe the Government is holding the payments?

 

I see the NVC called you. I get a ton of marketing calls so could you share the number they called you from just to have it on my Contact List so I won't miss their calls?

NVC nolonger accepts any other form of payment other than online. Was told that from day one when I called them last year. 

 

Am glad that sharing any information I have from NVC is helping. The first time I called NVC, I was told they don't know about the problem until submit a public inquiry request from the NVC site. They resolve issues case by case. You have up submit screen shots, detailed description of the issue and all the steps you tried. Then wait for a response. If the response doesn't make sense to you, then you can start calling them. Sometimes the response are unbelievable because they seem like scripts rather than someone trying to understand the issue. When you call, tell them that this issue requires technical team intervention. Try to call as often as you can until you get help. I've been doing so since August last year. You can imagine and the issue is not yet resolved. 

 

You can get the number from the NVC site. Unfortunately I lost the number they used to call. My phone had some issue and lost the call history

Unfortunately I lost the call history. Didn't save the number. The number would likely be from New Hampshire. You must have to ask to talk to someone that's above the first contact you talk. I believe they understand the problem more and are the ones that submit these types of cases to the technical team. We are also still waiting for this to get resolved. Right now we can't even attempt to pay. The payment status moved to IN PROCESS and has been stuck there for a whole week. Usually the status changes to IN PROCESS after you've made a payment, we didn't do that but there status changed to that.

How do you get a hold of the NVC 

This fix happened with a communication from NVC or you just tried to make the payment everyday and finally you would be able to make it?

That is really important because of the new ruling coming this 24, right?

As of today, all our cases have fees paid. The issue was fixed on all the cases. I've been calling NVC for about 5 months as often as I can and also submitting a public inquiry request from the NVC site with screen shots of the issue. Everytime I called and was asked for new information, I would provide it. It's very helpful to talk to someone at higher tier when you call if you feel you've provided all the details needed and you are still being asked for the same information. Some agents are not aware of the payment issue. Remember, NVC is not aware of the issue until you contact them. They fix it on a case by case basis. That's what I was told by the supervisor. If you don't get in touch, the issue will most likely not be fixed.

Thanks MiKoMo and MonoTony for the very helping information. Finally, my case has been resolved too. I was able to pay. There were some other glitches here and there though in order to submit the documents. But the worst is over. Now, just wait for the interview which I hope is very soon. We lost almost 2 months because of the issue. Take care to everyone and I hope everyone would be able to pay the fees too. I don't know exactly what worked but definitely staying in touch with them by telephone or maybe the money order though it had been denied and returned. Or maybe a letter I could send into the IV documents. Maybe their computer algorithms or data bases have been fixed massively, we don't know and maybe never will.
