Dear Sir/Madam,

I need help with my DS260 application. I think I made a mistake. myself and my spouse been selected on dv lottery. My  spouse in New Zealander and I am currently holding New Zealand passport and previously Nepalese passport which is cancelled now. 12 years back I applied for F1visa with my Nepal passport to USA and got refused under 214b(potential immigrant). I no longer hold that passport but on ds260 I have put "NO" on previous USA visa refusal Is that ok or do I need to correct at the time of interview Please advise.

You shouldn't wait till the interview, correct it now. Contact KCC (via the email address provided on your selection letter) and ask them to "unlock" your DS260. You will need to provide your full name, case number, and date of birth (remember to do this US style, month-day-year) in the email requesting this. When your DS260 is unlocked you can correct and resubmit it.  I would not leave an error like this till interview to correct, they will already know you had a refusal and may think you are trying to hide it.

Which of you is the principal applicant?

Thanks Susie. I am not the principal applicant it’s my partner. I spoke to KCC to unlock but they said our file is at consulate after verification and any changes asked to speak to consulate. Our interview is scheduled in July and I have gone through lot of forums and it says we can speak to CO and do the change. What’s your point of view. Please reply as soon as you can. Thanks

On, I didn’t realize you were DV2019, so it took you a long time to realize this error? Well, at this point your only option is to correct it at interview.
