My fiancé is a US citizen, and has been living outside the US for the past 20 years. (He has basically only lived there for the first 4 years of his life)

We are planning to go to the US for his graduate degree, and I also plan to study later on, and neither of us plan on staying back after our degrees since both our families are in Pakistan- we plan on returning here. 

I need to know what is the best possible Visa that I should apply for that would be fast and have less chances of getting rejected since we want to be there together for that time period. A study visa or a spouse visa.

Unfortunately, there is no visa that you can get simply by being the fiancee of a US citizen wanting to spend time there.  He can only sponsor you for a spouse visa if you want to live there and get green cards, but this requires him to first establish domicile and show he can financially sponsor you with US income, which doesn't' sound likely given your circumstances. It also usually takes over a year to process.  If there is a possibility of you getting an F1 or J1 (student, au pair, study exchange etc) visa on your own steam then you can use that to accompany him.  In the absence of that I am afraid you will probably have to wait at home for him to finish. Note that you may have difficulty getting an F1 student visa yourself if you will be accompanying a USC to the US, you may not actually have immigrant intent but that is what will be assumed.
