SSN name change thwarted

Timeline

We got married on May 18.

I went to the Social Security Office to file a name change.  They said they cannot do it until I file with "immigration".  They said they need to see the new name on her I-94 card.  (Which she lost BTW, so we have a print out of it which worked to get the Social Security card in the first place.)   We waited 2.5 hours to be told we were in the wrong place.

What is the proper procedure here?  I want to get her state ID changed, and get the AoS filed.  I feel like I'm at a hard stop not knowing which way to go. 

The VJ flowchart says the next step was to go to the Social Security office.  Was this wrong?  https://www.visajourney.com/content/k1flow/

 

Someone please help.  I don't want to hire an immigration lawyer just for this.

Change SSN name after you have EAD or GC. They’ll never issue a new I-94 in her new married name. 

File AOS now.

Thank you.  How do I get her state ID changed without the SSN change?

(Or do I have to wait for the EAD to do that?)
