Send Choice Agent and AOS bill before its actually generated?

Here's my question if you know the case number and using James shortcuts: Can you actually send the DS3032 and AOS bill fee before its actually generated. Because I have seen in some cases the Case number is assigned on one day and then 2 to 3 weeks later the DS3032 and AOS bill is generated. So can I actually send this out before they generate it. Is the NVC aware of these shortcuts and do they mind it?

I-130 Timeline:

[*]Sent to VSC 9-19-2006 Overnight

[*]Received by VSC on 9-20-2006

[*]NOA 1 Receipt Notice 9-21-2006

[*]NOA 2: APPROVED 5-22-2007

NVC Timeline:

Case Number assigned at NVC 6-05-2007

DS3032 & AOS bill generated on June 18, 2007.

Email Sent on June 18, 2007

AOS bill paid and sent on June 23, 2007

Email for DS3032 accepted June 25, 2007

Received Visa Application Fee Bill July 16, 2007

Sent overnight on the July 17, 2007...it was received on July 18, 2007

NVC updated system that they received the payment on July 24, 2007

Received I-864 and sent it overnight on the July 24, 2007.

NVC updated system that they received the I-864 on July 30, 2007.

Currently waiting for DS230 (already prepared and sent to Pakistan so husband could sign it)

Received DS230 and returned. Case sent to Islamabad on August 17, 2007

Islamabad Embassy Timeline:

Husband receive Packet 3.5 August 29, 2007.

Return Packet 3.5 September 6, 2007

Interview Scheduled for September 27, 2007

Went back for fingerprints and got approval on Novemeber 19, 2007.

VISA IN HAND (Picked up passoprt from AMEX) November 21, 2007

WILL BE IN AMERICA December 1, 2007.

I had my email all set up and ready to go - it was in my draft email folder...

I accidently sent it - they politely sent it back...

We got our nvc number 18th May but no agent form generated yet

So I will wait-- they do say on their site that nothing should be sent until it is asked for , so I will try and follow James' short cuts exactly.....

Fingers crossed for next Tuesday !

No, you can't send anything to NVC until it has been generated. The NVC system is set up to "expect" -- and only accept -- those forms that have been generated.

The DS-3032 and AOS fee bill are always generated a couple of weeks or so after the case number is assigned.

NVC apparently is aware of the shortcuts to some extent. Inasmuch as the shortcuts have been in use for over two years now, however, I would say NVC likely does not mind their use.

01/04/07 - Letetr from NVC about the case# and sending electronically to Islamabad

Islamabad Embassy:

01/11/07 - Embassy sends out Packet 3.5/4.0 with the interview scheduled on Feb 06, 2007

2/06/07- Interview

APPROVED BUT ON AR/AP

05/14/2007 Called DOS, they said security check has been completed and an electronic message has been sent to consulate.

05/21/07- My wife has been asked to come to Emabssy and submit I-134 and tax return that embassy can do the final processing.

05/24/07- VISA FINALLY IN HAND, GETTING READY FOR FLY

06-03-07 Arrived to USA, POE JFK

EAD

6/5/07 Application for EAD

6/14/07 NOA1

7/3/07 Biometrics

AOS

7/21/07 packet sent

7/23/07 Packet received

yes but ONLY when the ds-303 choice of agent form has been 'generated'

you can tell this by phoning NVC - it is usually tuesday morning -early

Please follow what James already said.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview

Payment Received and posted for AOS on May 30, 2007. One more step down. Please note if you have step children immigrating you only need to pay 1 YES one $70 AOS processing Fee. Just put all the AOS bills in one envelope and include one payment and all your associated AOS cases will be credited with a payment. That is the AOS for the Affidate of Support. This is the only time you can pay one fee for multiple family members.

Yes we got NOA2 on 1st May - it then took over 2 weeks to get a NVC number and now it is June and we are waiting for the agent form generation. Maybe next Tuesday or the Tuesday after that...

I often wonder whether this process is deliberately long-winded to ensure that a % drop out for one reason or another..

The actual admin system cannot have been set up as something that made sense and looked efficient surely ?

I mean - sending a bill out for a check to be sent and then a few weeks later sending the form ?

That is a month delay when they could just say 'Here is a form, pin a banker's check to the front when you send it in'.

So it has to be the case that this process has been engineered to be long and arduous for a reason

I don't know what that reason is, but I think our frustration can be lessened by knowing that the NVC want it this way, and it is not just outrageous inefficiency - it can't be can it ?

Two or sometimes even three weeks between the NOA2 and NVC assigning a case number has become pretty much standard. According to your timeline, your NOA2 was issued May 22. Today is June 1, only ten days later. Why worry unnecessarily?

I agree with James. Our case number was assigned 14 days after the approval. I predict that your case number will be assigned on next Tuesday, June 5, 07. Just relax please!

I know guys you say dont worry but im constantly worrying because I'm pregnant and due to give birth in September. I praying that my husband is the in the room with me when our daughter is born. I haven't seen him since I left Pakistan in January...its unbearable especially now being pregnant and all.

Yes September would seem to be a bit soon - but don't take my word for it - just look around people's timelines and know that you can only do what you can do - and then you have to somehow relax as it's a waste of your nerves when you have done all you can.

Our case was approved at CIS on may 1st and the number was allocated may 18 and I am hoping we might get the agent form generation next tuesday - then trying James' shortcuts to try and get finished at NVC by the end of July. I reckon my interview will be early October if I am lucky - your embassy will have different schedules which I don't know - so all we can do is study the shorcuts and do everything perfectly - and then distract ourselves with other things..thats what I do and it seems to pass the time better -

Does anyone know of any humanitarian type 'speed ups' at this stage in the process ? I don't.

We understand your situation, but unfortunately normal pregnancy does not constitute for any reason to expedite your NVC process. Talk to your physician and get a letter from him/her, if you have any "medical emergency" or "extreme hardship." Contact your local Congressman's office and your US Senators' office and explain your situation. They can help you by writing to NVC. But it is not guaranteed that NVC will approve your case on the merit of "Medical emergency" or "extreme hardship." At least, you can try. In the meantime, try your best to use the shortcut, take help from people here. With norlam NVC process, it will be very hard to bring your husband by September. You can PM me, if you have questions.
