Mandated = Required

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

If a case fits certain criteria then it is mandated. What is the criteria ?

That is the question unanswered.

Since 9/11 we have had Congress institue the Patriot Act, Border Security Act and Intelligence Reform Acts. These are all dealing with security checks that all applicants must have run on them and pass as cleared. This is what is being called

undergoing congressionally mandated administrative processing
.

Thank you, Mary. What I don't understand is that they were supposed to run him through all those checks BEFORE they approved our petitions. Or at the latest at the NVC level. Why now?

Anna they run name checks from the submission of your petition at the USCIS level, then at NVC, and again at the consulate level as well. One person on here saw her files and they even run her USC with a check that is run commonly through the banking industry called the Lexis Nexis check as well. 9/11 caused all these checks and once they are completed they are able to issue the visa.
