Timeline

My I-129f was approved 12 April.  On 1 May the NVC assigned it a case ID number.  On 15 may they sent it electronically to the Vietnam consulate.  On 23 May the HCM Consulate sent the instruction letter to my fiance in the .Ailes that she received the next day.  On 25 May she mailed Step 1 to the consulate.  Today I was able to schedule her interview for 17 June.

That is a good and quick example. Not all of them advance as quickly as that. 

 

There are far too many variables to accurately determine the elapsed time to sequence of events as you describe. Take a look at the myriad of similar-themed threads in the K1 Progress Forum to get a sampling of actual time frame.

BTW, the data for the VJ processing times is dependent on the VJ members, like you and me, properly filling out our respective timelines. If too few VJ members fill out their timelines, the VJ data looses it validity..... So.... :time: It helps everyone that uses these fora.

i am about to believe that out of all the USCIS centers, the one that takes the longest is the California center... they take very long to send out noa2 to nvc

For all practical purposes, no one else sends I-129Fs to NVC (virtually all I-129Fs are processed in California, and since the reasons why your case wouldn't be processed there are all things that increase the odds of denial tremendously, you definitely don't want that). And there's nothing else that's really like an I-129F for the NVC; for one, IR-1/CR-1 petitions spend a lot longer at NVC than K-1 petitions do.

 

So while it seems like it's been taking an unreasonably long time from NOA2 to ready at embassy/consulate for a while considering how little NVC does with a K-1, it's really hard to say whether that's on CSC, the NVC, case volume, or some policy change.

How do you know it was sent electronically?

Timeline

Because from what I've read they always send it electronically first with a hard copy to follow.  Also, on 16 May I sent an inquiry to the consulate and they stated they had received my case file electronically on the 15th.

Advance notice of the cases contained in the shipment has been going on for years and what they get is a far cry from the contents of the actual file. IR files are truly electronically sent but not yet for a k1

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

The email I got from the HMC Consulate stated: 

 

"Dear Sir/Madam,

 

Thank you for your inquiry.

 

We received the electronic file for this case on May 15.  Our office will send the Instruction Package Letter (PKT3 - K) to the beneficiary by postal mail (not email) at the earliest opportunity with detailed instructions on how to apply for a K1 visa The beneficiary may contact us again on June 5 by submitting an inquiry at https://vn.usembassy.gov/ivcontact if the beneficiary does not receive the Instruction Package Letter (PKT3 - K)by then."

 

It doesnt make sense to me that they mean electronic notice, but perhaps that is what they meant.

That’s what I’d like to know! I’m helping my father file the I-130 to bring his new wife (my stepmom) to emigrate from the Philippines to the USA (on a CR-1 visa); they married on August 28th last year. On April 29th, the I-130 was approved by means of the I-797 notice. On reading the I-797 what does NVC go by to begin CEAC processing? The notice date or the priority date? Here’s the breakdown:

 

I-130 initially filed: 9/25/18; NOA received on 9/28/18

 

I-130A filed on 4/12/19 after NOA2 was received

 

I-797 received on 4/29/19.

 

Now it’s going to be mid-June, should I be receiving the invoice & case numbers around this time from NVC?? When I contacted NVC, the rep said that they haven’t received the approved I-130 yet! Contacting the NVC is no fun!
