Most state if you don't sign, then the divorce would still be granted

If you sign the papers you would still be legally married in the Philippines.

The divorce is legal, and you can get it recognized in the Philippines once the divorce decree is issued by the courts in the USA.

Sign the documents in front of a notary (attorney), make copies of everything for your records, then send back to your husband.   Request that your husband send you a copy of the divorce decree so you can complete the Recognition of Divorce when/if you decide to complete that process.
