No, I don't think there is (perhaps L23 didn't realize that Rockland is managed by the NYC office). All cases from those 6 counties (north of the Bronx) go through the same field office - "New York City" - I highly doubt they would have separate processing times/lines/queues for people from different counties going through the same field office.

Tappan, Rockland is not Manhattan but under NYC Manhattan jurisdictions when it comes to processing the N-400. I was told by the IO during my interview that, the interview notice is based on county, because I asked her how come some people are still not getting interview prior than my application and that's how she explained to me. No wonder that @dhavalkumar got the interview right away because I think there are only few people filed the N-400 under his county. I was told as well that interview notice is being generated automatically, no human intervention.

That is useful information! Thank you @Lemon23!

odd even for something which was electronically generated it still takes time. You would think it can issue the date, and the officers get working on the case by the allocated date. I guess they put a min of 3montshs wait (average) before sending out the interview dates.

I can vouch for this base on my experience. I'm from Westchester and it took 6 months~ from submission of application to interview date.

Thanks for the info. That makes sense in theory but seems like yet another layer of unfairness. So not only is their inconsistency from field office to field office, there is inconsistency within the field office. Location of residence shouldn't determine who becomes a citizen sooner rather than later. It should be the same for everyone - except obviously in the cases whether there are other relevant, case-complicating factors.

Good to know - things are starting to make a little more sense. Even though it shouldn't be the case that residents of Manhattan wait longer.

I would say given that you live in Rockland, and based on what the other members have said, you are going to get an interview sooner than the people who live in Manhattan.

I should have moved somewhere else north - Westchester for example - and out of Manhattan before applying :(

Except you would have ended up delaying when you would have been eligible to file, since you'd have to be residing in that jurisdiction for at least 3 months first.

That's true. I know some applicants who were from the Bronx and it also took them 1 year from submission to Oath.

It is always based on the allocated manpower of USCIS on each county, and the number of applications received per county.

Then it would be fair if they have triple the amount of officers working of Manhattan’s cases than they have people working on cases from different boroughs/counties.

But we don’t know for sure. Maybe they have 10 times more officers, and it’s still not enough. Maybe not, and nobody cares.

Yes, I meant had I been more aware of all of this (my fault), I would have moved to Westchester or Long Island in late 2018 to built up the 3 months. But I didn't start paying attention to all of this until April when my 90 day window began.

Yes, have done biometrics.

I'd say applicants in the Bronx and Manhattan are in the same boat given the heavy concentration of migrants in both places.

The delays indicate the allocation of staff is not equal and not in proportion to demand. If staffing was distributed equally based on number of applicants, the processing times would be far more consistent from one field to the next. The fact they aren't says everything.

Maybe so, but that doesn't mean it makes any sense or is fair. My consistent view around all of this is that it should be equal for everyone, regardless of where people live. It's just a basic principle of fairness and equity.

And I think also about those folks in St Paul (MN) who wait 1.5 years for an interview - it's atrocious they have to endure that.

@nyj215 - I think this discussion will interest you! It seams that interviews in the "NYC" field office are issued based on county and the people who have been getting earlier interviews are from counties to the north of the Bronx which are also serviced by the "NYC" field office. So even within the "NYC" field office jurisdiction we are living in the wrong place (Manhattan) it seems! :(
