Did you follow the instructions in the reciprocity website? What issue is causing you to be unable to obtain the BC?

 

If you are unable to complete those steps, there are options for secondary documents. But the burden would be on you to show that you are unable to do so, not that it is hard/inconvenient/expensive/whatever. You cannot use secondary documents when the primary ones are available.

As I said before, a visa will not be issued without one and it is available.  If it's not available you have to figure out what to do instead.  The reciprocity table I have linked explains how to both get a birth certificate and what to do if you cant get one.  Telling you where to get the information you need and then later linking to the document you are asking about is rude? Well I guess I'm just rude! :whistle:
