I wonder if this version of policy is even still in effect, considering that it's from 2012. Either way. OP can try DCF, worst case scenario it doesnt work and he goes with regular i130, like he planned.

The US Embassy Japan website covers this. Unless you have some exceptional circumstances, reside in Korea or are in the military you can’t do DCF in Japan. I don’t see anything exceptional about OP’s situation so trying for DCF is likely to waste everyone’s time.
