Tier 1 is the (live) non-sandwich making person that will answer the phone after your 40 min wait time. You have to understand their limitations. Do not ask them any "Why?" questions. What they can do is see your case as it currently is. If you had RFE, they will be able to tell you that, but not what RFE was for. If your case was approved they will be able to tell you that as well. If it is stuck in limbo, they will be able to confirm that indirectly by saying something like "It looks normal, we don't need anything from you at this time, please keep waiting"

You can ask them to transfer to tier 2. Tier 2 have about 40% chance of being 100% more rude than tier 1, but they actually able to see more. E.g. they can actually see what your RFE is requesting but they usually will refuse to tell you that for "security reasons"

Now this makes sense...

"They have started prioritizing K-1 applications filed in 2019 than those filed last year or before, through LIFO (last in first out) process in order to ease the backlog on all applications. That is the reason people are getting fast interviews who filed 2019 than those who filed last year or earlier. So whoever filed in 2019 is getting lucky."

I dont have words to describe what I'm feeling right now.

filers from January, December and November were getting approved before me (Oct) and even Sept. They were working backwards. Total c*** if you ask me but if it was over 6 months waiting, and it appears it is, you could put an online inquiry. Select I HAVE NOT RECEIVED MY NOA2 LETTER. That will trigger assignment to an officer. Thats what I did. Once I did it suddenly all our background and security clearances were done. Try that.

Is this a different inquiry from the "outside normal processing time inquiry"? I've still three days wait till I can send this

Most of us giving you our perspective have been here for awhile and we have seen 3 month approvals to some who were a year or more waiting to be approved. Yes it sucks. Nothing we can do. Some who have gone beyond their normal USCIS processing timeline will file out of case processing time. Others will involve the USCIS ombudsman or their congressional representatives.  I give some information for your use. It will never a guarantee but its worked for some.

There are a couple of things you can do and here is my list.

You can file a case out of status with USCIS https://egov.uscis.gov/casestatus/landing.do

You email the ombudsman (cisombudsman.publicaffairs@hq.dhs.gov) and they will auto-reply with a link to a form to file a follow-up. The ombudsman is an independent contractor not affiliated with USCIS and when they make an inquiry on your behalf USCIS will respond.

Send a letter with all the details of your case to your U.S. representative's contact information can be found in this handy directory, and your U.S. senator's information is in this one.
You can sue USCIS to make a decision on your case if it has gone too long. This is not recommended as it typically ends with a denial. https://drive.google.com/file/d/1a-FPirWXg2jSXHKXE_jocaOQuNMfib_4/view?usp=sharing

Here are the cases that have been in adjudication for a very long time. Cases delayed no seem to be a walk in the park in comparison.

It's impossible to understand the process because there are so many influences acting on your case and at different times, and that information you don't have access to.

The waiting doesn't stop there. Next you'll wait for your interview, after that you'll wait for the visa, after that wait for her/him to arrive in states, after that wait for SSN to arrive, after that wait to get married, after that wait for the marriage certificate, after that wait for the Green Card, after that... Do you see a pattern here yet??  It's all about waiting. The sooner we understand that the easier the journey.

Our case took one year to get an answer two inquiries and a lot of pressure from a congressman until the uscis  finally decided to work on it.. so keep calling writing them and everything you can do!

I hope that I dont need to go that far in getting my congressman involved. But at least I'm in a state where they would be sympathetic.

Way too early for that.  It isn't even outside of normal processing time.  This is just how long it takes.

Bingo. @bencarlson66 - you still have a long way to go. Like @Greenbaum mentioned, there will still be more waiting for you in the future, whether it be for the K-1 visa interview or for the Green Card interview. For example, check out my timeline and see how much I have waited at each step of this process. Just hang in there and you will be good. This is only the first of many steps in your journey. For example, after your significant other arrives and you get married, you will then go through the adjustment of status process which can take up to 2 years of waiting just to get the conditional Green Card. Please be patient.

What can I expect from this inquiry?

Most likely "We are processing your case. Please wait." Hang in there. One day this will all be a distant memory) We found the waiting brought us closer together as we had a common foe))))

Finally done...
