Likelihood of new F1 approval after 15 years in US on F1 & J1?

I've been in the US since 2004, first on an F1 visa for a doctoral program, and since then on a J1.

 

I'm now thinking of going back to school for another degree, a master's in computer science. Since I don't have the prerequisites, I would first enroll in a community college A.A. program to take the required classes for a year, and then hopefully transfer into the master's program. That means I'd have to leave the country and apply for an F1 in my home country based on enrolling in the community college program. What I'm worried about is that the visa official might look at my record, see that I've been living in the US for 15 years and deny my visa application. Any thoughts on how likely that is?

How long were you on the F1 visa and when did you go into to J1? What is the expiry date of the J1   Have you been in legal status the whole time ?

Hard to gauge how a CO might view a 15 year stint in the US. An F1 requires intent to return home, 15 years in the US shows the opposite.

It’s highly likely you will be denied another F1 visa but doesn’t hurt to try and see if you are lucky.

2015-08-17: I-130 approved

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-05: Received IV invoice, IV Fee Paid

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Community college and a masters after a PhD and some years of real work under the j1 might seem like a desperate attempt to just stay in the US to a CO. 

 

Also do I understand the timeline from the two threads right: you got your F1 for the PhD in 2004 but only completed it 11 years later? And managed to stay in status the whole time?

This sounds strange to me....Why are you not seeking employment in your chosen filed of study?

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

It's technically possible, but showing intent to return home after 15 years in the US would be a very significant hurdle.

15 years is a long time on non-immigrant status AND no immigrant petition (that we know of)

I have been on here long enough to not assume anything, especially when we just get snippets of information, hence the question. OP may have been spending all their hols back in their home country, I have seen people who have spouses and children in their home countries.

By spouses and children in a home country logic.. odd for the OP to be living in the US for 15 years  AND wanting to return for additional 2 or 3. 

 

Any new F1 attempt potentially implies no pending i130/i140 petition.
