How to write Vietnamese address in I-130

Hello everyone, I'm trying to fill out form I-130 for my spouse, but I do not know how to fill in the Vietnamese address on the form. I'm attaching the two screenshots below for reference.

 

My spouse's address is like this:

 

Phu Thuan commune (Xa), Phu Vang district (Huyen), Thua Thien Hue province (Tinh), Vietnam

 

Her address has no house number or street, so I'm leaving 11.a. and 11.b. blank.

 

I'm filling in Thua Thien Hue for province,

 

My spouse doesn't live in a city or town. She lives close to Hue city, but not actually in Hue city. It goes from commune, then district, then province. What should I put for City or Town (11.c.)?  Should I put "Phu Thuan, Phu Vang" or just "Phu Vang"? I want to put both commune and district since this will be her full address along with the province, but not sure if this is correct.

 

Similar question for City/Town/Village of birth (field number 6). She is living at the same place where she was born, what should I put for this field as well?

 

Sorry, I'm confused and wondering if anyone can help me. Thank you!

It is better to use Phu Thuan, Phu Vang just for some extra clarification.  

At the end, it may not matter at all as NOA1 and NOA2 will be sent to you and NVC will just send an email to you and her (if her email address is listed in the I-130/I-130A).

 

In additions

  • You can use US address for her mailing address (we used my mother's US address as I travel quite often).
  • Many Vietnamese do not have the house number or even street name, it is quite normal.

Thank you! Do you think if there is any chance for a RFE if I use Phu Thuan, Phu Vang since 11.c. and question 6 only ask about the City or Town, but I include both commune and district?
