visa payment for scheduling an interview

My Fiance & I have just been issued our NOA 2 & recieved the NVC letter. I have set up an account with the apply for a USA visa website it states to do on the next steps however when it came to payment it declined my card & said not to retry. I opted to use the pay in person at the post office (in Australia) instead however the site just redirects me back to the credit card payment & not to the page where it is supposed to give you a form with a barcode to take there. Is anyone else having an issue with this as there is no number to call & the website will not allow me to leave feedback.

Any advice would be greatly appreciated
