Well, at least they will receive a 10 year green card since it unlikely the foreign spouse will enter the US prior to Feb 2020.....

Wait, what? Can you explain this? I got married around a similar time and am waiting for my I-130 to get approved, but I thought I get a conditional 2 year green card????

Depends on the age of the marriage at time of entry

YMMV

Oh wow,  how i wish Nebraska SC can move as fast as Potomac..

Nebraska does seem to be a bit slower than most other service centers.

Wait, REALLY???? I thought it was based on the date you filed!!!!! :o Oh my god... this might change some of my personal plans.... I married my husband in May 2018, filed in December 2018, and am waiting for my I-130 NOA2. I miss my husband like crazy every day, but if this will allow me to get a 10 year GC if we can stick it out for a couple of more months.....

Yep.  You likely can drag your feet a little while at the NVC stage and then the Visa has a  6 month validity as well.  Very doable

YMMV

I'm sorry to hijack this conversation a little, but what happens after you pass the interview? I'm starting to realize that I may have a fundamental misunderstanding of the process. So once they approve you during the interview, you only get a visa to enter the US, and then the GC is mailed to you after that??? So what type of GC you will get is determined only after you enter the US????

Depends on the age of the marriage at entry.   Less than 2 years = conditional,  more than 2 years = 10 yr.

Being issued a CR1 Visa doesn't change anything because GC status is dependent on entry

Is there any penalty for "dragging my feet" as you say? Like, say I pass the interview, but hypothetically wait until the 6 month validity period for the visa to enter the US. Could NVC or USCIS or border control or whatever question and cancel my visa because they think it is suspicious???
