  • You cannot apply for Green Card / I-130 directly at U.S Consulate in Hong Kong using Direct Consular Filing (DFC).
    • You must file you I-130 application to USCIS in United States.  I would assume of one you is a US citizen, depending on where you live/have lived/lived before, you send I-130 applications to that address
  • US Consulate Guangzhou may offer DFC but there are requirements, you may need to check on this.

Details on I-130 application, supporting docs, and what need to include/tips are available in CR-1 forum.

If we were to get married in the U.S and then I returned to Hong Kong alone and the U.S Citizen started an I-130 application in the US would that be possible?

Yes and that is normally how it is done :) The place of marriage is not an important (Hong Kong vs US) as long as it is legal one.
