Hi guys, I'm eligible to apply for citizenship, but I just moved to a new state and I know that I need to wait 3 months before I can apply, my question is should I start counting since the day I notified USCIS about my new address? or there's something else to do, thanks for your help

Not sure there is a clear answer .. to be definite safe , wait until 3 months from the date you signed the AR11. 

But if you sent the AR11 within 10 days of your moving date .. as required.. I would hope that would be fine to send it in 90 days after the moving date 

but Im not USCIS !😁

You start counting from the date you are able to prove you move to the other state with a driver license, rental agreement/lease, utilities, etc..

And just to be safe, I would add one calendar month to that date. So it's earliest date on your new residency document + 1 calendar month.
