Hi, hope I can find some good advice.

My wife is from China, and has a US permanent resident card valid through 2021. Her mom lives in China and visited us in about 2011, and in 2016 applied for and received a 10-yr B1/B2 visa to visit us, which she has not used. Earlier this year, she lost her Chinese passport, and so canceled that one with the US Visa in it. She applied for and was approved for a new Chinese passport, which she now has. Today, she found the OLD passport with the 10-yr B1/B2 visa in it. The OLD passport has an expiration date  of March 2021, and the 10-yr B1/B2 visa has an expiration date of 2026. Can she use that US Visa to travel and see us, by bringing both the old and new passport? Or does she need to apply for a new US visa with the new Chinese passport? Or is there some other immigration form she would use to apply to have the old visa applied to the new passport?

I am a native born US citizen. My wife and I married in 2008 on a K1 visa.

Oh good, thank you. Do you mean we should contact the Chinese Consulate in America? Or the US Consulate in China?

She should be fine with both passports.  It is routine to have valid visas in passports that have expired, this is one of the reasons they give the old passport back when a new one is issued (I assume China does that too).
