Hello, I lost my green card late last year and applied for a replacement with form I-90.  For reference, my conditional residence expires in July 2019.  When I went to my I-90 appointment, they said I can't get a new card because of how soon I will be renewing.  I was under the impression that I would get a special document or stamp in place of my green card after applying for the I-751.

 

 According to what I am reading online, I need not only my passport and notice of action letter, but also my expired green card to leave and re-enter the United States.  How can I have a green card if they refused to replace it before?  Is there something that I can get from USCIS in place of this, seeing that it takes 5-6 months to replace the green card?  Also wondering if the USCIS has acted in error here, and if so what my recourse is for that.

there is no such thing as an 'appointment for the I-90'. You must mail in the i90. I suspect what happened was you went to infopass about the i90 and was told they could not give you a stamp because your card was so close to expiring. That does not excuse you from getting a replacement GC. You still need to file the 1-90. Once you do you should be able to take that NOA receipt (along with your ROC NOA) and get a stamp if you explain to them (and have proof) of upcoming travel.
