I'm sorry but where did you get this law?
In Algeria, this is the case only for your ex-wife not for a new wife and only for those who use the "I divorce you thrice" lol. 
The only issue for men is the "waiting period" for reconciliation but once it's gone and you receive your civil divorce, it's done. It's more complicated for women of course.

The woman does not have to be re-married for the ex husband to marry again. 

 

Also OP: I married here in Algiers, two years ago and have been living here since. It took us 4 months to finally process all the papers. Also don't let him tell you that you can come and do Fatiha to marry until your papers are processed. Imams are not allowed to do religious ceremonies without a registered marriage license and family book. 

 

While in Islam it's normal for widows and divorcees to re-marry, here in the capital,it's very hard for divorced women to marry again. However, it IS common for an Algerian man to marry a divorced woman from outside his country. There are many British, Australian and American women married to Algerian men, who are divorced.

 

Large age differences are not common with the woman being older and children are very important unless the husband is older as well or you will be a second, third or fourth wife. Which in that case you'll have to marry and live here because polygany is of course illegal in the US.

 

I'd be happy to answer any other questions. 

 

I'm moving back inshaAllah this Friday to the US to re-establish domicile and get a job but like I said, I've lived here for 2 years so I'm pretty up on the cultural norms and can help you understand a few things maybe. ☺
