I can't safe the 129F PDF form

It may depends on what software you use to edit and save the file. Did you try Adobe Reader?

 

Also, the file has embedded protection feature to lock the file from being edited if it detects changes.

I'm using a Chromebook so I guess it's just a Google reader. I'll have to try with a PC tomorrow. How do most people edit it?

It would be best to use an actual computer (desktop or laptop should be fine).
