TD to F1

I have a friend on a TD visa (her dad has a TN) she has completed her first year of college and would like to apply for an F1. She'd change her status since she is living in the US as opposed to crossing the border to apply. She does not own property in Canada since she's lived in the US most of her life with her parents. Parents do not own property in Canada either so difficult to prove intent. Their TN expires in summer  2020. Anyone have experience with this? The college's immigration office cannot offer advice, they will only help with the process.

While she could apply for a change of status, USCIS takes months to adjudicate. Applying in Canada is a far preferable, and faster alternative. Lack of ties to her home country Canada could hinder her chances as an F1 requires that she exit the US after completing schooling. How did she manage to live mostly in the US?

Timeline

I have seen people with Parents on E2 get a F1 so not impossible.

question, if OP's friend (boy, people on VJ have a lot of friends) is already at college, the usual problem with COS to F1 being about timing (one month before course starts) is not an issue? If she can be on TD and stay in status in the interim then the uncertain timing of COS is also not a problem here as long as she gets it before TD status expires?
