Visa Refused And Still Refused

CR1 Islamabad Pakistan 

interview was in January 2019 

they Refused me because they want me to upload Affidavit on CEAC 

I Uploaded 23 April on CEAC 

and they updated my case 5 times after that 

29 April 

02 May 

12 May 

14 May 

15 May 

 

but I am confused whybrid status still refused?? 

 

Changing Dates good sign or ????
